Civic Power Group was founded on the belief that the most powerful force in politics is a community that knows its own strength — and knows how to use it.
Civic Power Group LLC was founded by Israel Navarro Garcia — a political strategist with more than 20 years of experience in public opinion analysis, strategic communication, and community-based initiatives across the United States and Latin America.
The firm was created to address one of the most important civic challenges in the United States: increasing participation and access to reliable civic information among eligible voters. By combining data-driven strategies with deep cultural understanding, Civic Power Group works with nonprofit organizations, institutions, and community initiatives to promote informed, nonpartisan civic participation and strengthen democratic engagement.
Based in Texas and serving clients nationwide, Civic Power Group applies rigorous research and strategic insight to every project — from community outreach efforts to large-scale civic engagement initiatives.
"To expand civic participation in Latino communities, because greater participation leads to stronger communities, more responsive institutions, and a higher quality of life for all."
— Israel Navarro Garcia

We center our work in community voice. Every strategy, every campaign, every recommendation begins with listening to the people we serve.
We operate with full transparency and ethical clarity. We will never take on work that conflicts with our values or harms the communities we serve.
We hold ourselves to the same standard we would demand of anyone working on behalf of the public. Good enough is never enough.
We believe political power must reflect the full diversity of the communities it serves. Inclusion is not a program — it's a prerequisite.
We build for the long term, not the next news cycle. Sustainable civic power requires sustained investment in people and relationships.
Change requires courage. We push our clients to take the smart risks that open new possibilities — and we stand with them when they do.
