Civil Power Group LLC was founded by Israel Navarro Garcia — a political strategist with more than 20 years of experience in electoral strategies, public opinion analysis, and political communication across the United States and Latin America.

The firm was built to address one of the most critical civic challenges of our time: closing the participation gap for the 34.5 million Latino Americans eligible to vote. By combining innovative strategic methodology with deep cultural understanding, Civil Power Group helps campaigns, organizations, and communities exercise the civic power they already hold.

Based in Texas and serving clients nationwide, Civil Power Group brings the same level of strategic rigor to every engagement — from local organizing drives to statewide electoral campaigns.

2003

A Career in Political Strategy Begins

Israel Navarro Garcia begins his career as an Associate Consultant, coordinating local political campaigns and conducting public opinion polls and surveys in Mexico.

2008

The George Washington University

Joins The Graduate School of Political Management at GWU as Academic Coordinator for the Governance Program for Latin America — training 1,800 public officials and political leaders across 8 countries. Coordinated programs with organizations including Microsoft, the Inter-American Development Bank, and city governments in Spain and Brazil.

2011

Campaigns & Elections — Latin America

Serves as Associate Editor of the Latin American edition of Campaigns & Elections magazine, distributed digitally across 17 countries. As International Operations Director at Political World Communications, creates the prestigious Latin Reed Award — the highest recognition in the Latin American political consulting industry.

2017

National Recognition

Named among COMPOL 100's Top 100 Most Influential Political Professionals as a Political Strategist. Wins two Gold Awards from the American Association of Political Consultants for the campaigns "Diles Que Voten" and "Music for Life" — in the categories of Bilingual/Multilingual Foreign Language and International Internet or Digital campaign.

Holds a Master of Professional Studies in Political Management from The George Washington University. Named one of COMPOL 100's Top 100 Most Influential Political Professionals (2017) and a two-time Gold Award winner from the American Association of Political Consultants. Formerly Academic Coordinator for GWU's Governance Program for Latin America and Associate Editor of Campaigns & Elections (Latin America edition).
